IRC UT’s Small Business Program
The IRC in Utah’s Small Business Program supports refugee, new American, and other underserved entrepreneurs in starting, stabilizing, and growing small businesses.
Through culturally responsive counseling, education, and access to capital, we help business owners navigate the U.S. business environment, strengthen their operations, and move toward long‑term financial stability.
Our Small Business Counselors work one‑on‑one with entrepreneurs to meet them where they are—whether they are exploring a business idea for the first time or looking to grow an existing business.

Small Business Start Up
For clients interested in starting a new business, we provide guided support to help turn ideas into viable plans.
Client entrepreneurs work with a Small Business Counselor to:
Explore and refine business ideas
Develop a basic business plan
Learn about business registration, licensing, and compliance
Understand startup costs and financial readiness
Market Access
Selling products and services is essential to business success. We help entrepreneurs identify and prepare for opportunities to reach customers.
Support includes:
Connecting businesses to markets, events, and pop‑up opportunities
Guidance on pricing, branding, and customer outreach
Digital marketing support for entrepreneurs interested in online sales or expanding their online presence
Business Loans & Financial Support
Access to capital is a key barrier for many small business owners. The IRC offers lending and matched‑savings opportunities designed for clients who may not qualify for traditional financing.
Available opportunities include:
Business Loans for refugees, new Americans, and other credit‑thin entrepreneurs
Individual Development Accounts for eligible refugees and asylees who arrived within the last five years
IDAs offer 1:1 matched savings to support approved small business expense
