Access to safe, affordable credit can be an important step toward financial stability. Through the IRC’s Center for Economic Opportunity (CEO), eligible participants may access personal loan options designed to support financial goals while building or strengthening credit.

CEO is a national nonprofit lender and U.S. Treasury‑certified Community Development Financial Institution (CDFI) that offers alternatives to high‑cost or predatory lending.

About CEO Personal Loans

Personal loans offered through CEO are designed to help individuals:

  • Meet important life needs

  • Build or improve credit

  • Avoid high‑interest or unsafe loan options

Loans are paired with financial coaching and education to support long‑term success. While IRC staff assist with preparation and referrals, all loan decisions are made by CEO, not the IRC.

Who Can Apply?

Personal loans are available to individuals working with the IRC’s Financial Capability Program.

Eligibility depends on:

  • Program participation

  • Income and financial readiness

  • CEO lending requirements

Some loan products may have specific eligibility criteria based on funding sources. Participation in financial education or credit coaching may be required.

Being eligible to apply does not guarantee loan approval. CEO independently evaluates all loan applications.

Many loan products can be structured as fee‑based (zero‑interest) loans, providing an option for individuals who prefer not to use interest‑bearing loans. This option is often selected for religious, cultural, or personal reasons.
